Dear Lonat,
Latisse works by growing your own eyelashes, therefore getting permanent eyeliner is fine to do while you are using this product. However, I do recommend that you wait until the end of the four month treatment in that Latisse can cause darkening of the pigment in the lashes and skin where applied so that you may not need or want permanent makeup at that time.
