Do u think the IPL treatment is the most effective laser against under-eye blood vessels ? What do you recommend is the most beneficial laser for this area ?

IPL does not work for under-eye blood vessels

IPL does not work at all for under-eye blood vessels if you are talking about the sometime visible veins near the outer corner of the lower lids. I have had success in this area using the same vein laser I use for leg veins.
