I want to make sure my tummy tuck plastic surgeon is highly-educated and certified but am not sure how to do that.

visit your states medical board. You can see if there are any legal actions taken on them. If you're in california go to http://www.medbd.ca.gov/ Also, you can look at reviews from their patients, look for positive and negative reviews from the specific doctor and on your specific procedure.
