Hi Sims,

Fraxel re:pair is a great treatment for fine lines around the eyes.

IPL is better suited for superficial pigment improvement.

 Thank you for your question.

The simple answer to your question: Fraxel. Fraxel is a rejuvenation procedure that causes remodeling of the collagen in the second layer of the skin to reduce the appearance of wrinkles or scarring.

IPL is a photorejuvenation procedure that targets redness and dark spots primarily due to sun damage, or due to rosacea / other causes. It has no impact on wrinkles although there was some buzz around using 5-aminolevulanic acid prior the IPL treatment. That buzz has died down, and now with Fraxel and other resurfacing lasers, IPL has been primarily dedicated for the reduction of red and brown discoloration of the skin.
