Is it safe to have a facelift when Botox or cosmetic fillers are still in effect, or would it be better to wait until they have worn off? Will the Botox or filler have any effect on the results?

Great question!  It shouldn't be a problem getting a facelift while Botox is working and fillers were recently injected.  As long as you're not having any problems (infection, swelling, pain) from the Botox or fillers you should be fine.  In fact, you'll probably be very happy after the facelift as Botox and fillers are a helpful adjunct during the procedure anyway!
