I am 37 years old, and my problem area is my lower cheeks. Is it time for me to have a facelift or would fat grafting be enough?

The easiest way to answer this question is by first understanding what the problem is. If the problem is sagging jowls or neck, then the treatment is a facelift. This is the gold standard for improving the jawline and neck contour.  

On the other hand, if the jawline and neck have a youthful contour, then volume loss may be contributing to changes associated an aged appearance. In your case, your jawline and neck look great. You do however have volume loss along your lower and mid cheek. Also, from the picture, it appears that your volume loss extends to the upper cheek as well.

I consider differentiation between these two issues (volume vs lifting) to be one of the most important factors when planning a facial rejuvenation treatment program.  In my practice, my volume replacement modality of choice is fat transfer. This is primarily because it is permanent, natural, and truly enhancing. Given the high volume of this procedure we do, the complication rate is extremely low in our practice.  Another alternative for this problem is Sculptra. This product works more gradually but the results are long lasting. Also, given your age, you will likely see an excellent response.

So, in conclusion, I would not recommend a facelift for you.
