You should only consider a facial plastic surgeon or a plastic surgeon with experience in these procedures. And the answer to your question is that your hairline can be advanced and the bone of the forehead modified in a conservative fashion.
It sounds as if you have some frontal bossing or thickening of the bone over the frontal sinuses. Many women and some men prefer a flatter appearance in this area. Usually a "trichophytic " or hair line incision is made and the tissues of the hair line advanced forward. Through this approach the bone of the forehead above the eyebrows can be visualized and modified. We first described this approach in a presentation over twenty years ago. It is relatively straight forward and can be done under a local anesthesia or under IV sedation.
