I would always recommend using your own fat for augmentation and/or alteration of the contour of your buttock and hip area prior to considering implants. If you have areas on your body where fatty tissue is in excess, this can be successfully redistributed to improve your buttock/hip profile and proportions. The success of the procedure in achieving your goals will depend on exactly what your goals are, the amount of fat you have available, and the experience of the surgeon performing the procedure.
Buttock implants are very effective at increasing the projection of the buttocks, and can increase the width of the buttocks a bit as well, but will not generally augment the hip area.
Find a surgeon with a lot of experience doing this- ask to see photos and speak to other patients who have had the same or a similar procedure before proceeding.
