Breast implants are not charged by their size.  Saline is less expensive than gel but the size doesn't matter in terms of price.  Check in your area for the prices each doctor is currently charging and go to the best, not the cheapest!

Call around to doctors that have worked on your friends and family. See who comes recommended, and then go in for a consultation. At that point you can consider the costs.
