If you experience this puffiness in the upper lids in particular, then you might have what is known as Blepharochalasis. This is an idiopathic, inflammation of the eyelid that is characterized by exacerbations and remissions of eyelid edema which results in a stretching and subsequent atrophy of the eyelid tissue. This type of patient presents to me typically at a young age (20s to 30s) with prematurely loose skin of the upper lids. Blepharoplasty can be one solution although fractionated laser resurfacing is a less invasive option if you are nervous about surgery. In absolute terms, surgery is more effective than the laser in removing effected tissue and loose skin. A complete medical workup is obviously still important to rule out Hypothroidism, etc.
