Fraxel or Cutera Coolglide for Scar Revision?

My daughter was cutting herself as a teenager. Now ten years later, she greatly regrets it and is embarrassed by it. We have talked to two different doctors. One (dermatologist) wants to use Fraxel and another wants to use Cutera Coolglide (which is 25% of the cost). From my research it seems that Fraxel is best? Is this correct?

On most skin types, I employ a fractional co2 laser for cutting scars left on the arms and legs.
