25, and my Skin Looks Like Leather, Any Advise? (photo)

I'm 25 years old and my skin looks very badly damaged, and I'm not sure what to do. The condition of my skin is deteriorating rapidly, as it didn't have this aged look even last month. In the last week I have also developed quite a few lines under my eyes. I can no longer wear much makeup because my skin is so dry and I always look very pale and sickly. This may not be the best photo but I hope someone can advise on me on what I can do about this. Thank you!
