What you are describing is a potential hypertrophic scar. This is a condition, for reasons not known, that in some areas such as the jaw, the skin heals but there is an abundance of collagen that your body produces as a result of the healing from the laser. It can get more and more firm, and then start to raise up quite a bit. These scars can get very red, itchy and painful. They are easier to treat when the doctor manages them earlier in their onset. You should see your doctor as soon as you can to evaluate this condition.
