Treatment for Small Red Spots on Legs?

I've been to 3 different dermatologists and nobody knows what this is. Everything they've told me to try hasn't worked. I have these small red spots all over my legs. They don't itch or anything, it's just ugly. No lotion/creme works.

I thought it might have been from shaving but I switched to waxing and same thing. Nothing I do gets rid of this! It's been over a year. What is this and how do I get rid of it?
