Nose skin improvement

Hi, Left tip of my nose is bulbous, rough, there are small bubbles on my left tip, the skin is protruding and itchy, it does not mellow down well with my overall face and nose skin, I have got two rhinos but I think it is a skin problem and skin does not go down and too elevated, I think it has got to do with getting lot of colds and picking my nose in Childhood. I also showed it to dermatologist he could not help either, Can a laser treatment help?
