Should I go over or under the muscle??

I am getting my implants in a week and still have not decided on over or under the muscle... For years I had said I would get them under, but when I went for my consultation and I explained to my doctor how I wanted them to look (perky, round, and to give me cleavage, but not have them too close together) he suggested I place them above the muscle because he said they can be shaped easier. As of right now, I am a small B cup, my breast do not sag at all.. I am aiming for a full C, small D perky round implant. Any suggestions please?? Oh, also.. I am 23, 5'5, weigh 135 and have no children, but do plan on it later down the road..
