i have lost 60 pounds can i still get smartlipo?

I'm 21 years old and I have always had a problem with my stomach, I have stretched out skin and stretch marks from loosing the weight around my stomach but i can still pinch a fair amount of fat i'm 130 pounds 5'4. Not sure if the lipo would make my stomach look saggy if i got it. My stomach is only saggy when i lean over. anyone else lost weight and got lipo?
