Hip bulges/loose skin after tummy tuck?

I have not lost or gained any weight after my extended tummy tuck an lipo to the midsection- back,flanks, abdomin. I am a previous gastic bypass pateint from 1999, i did have alot of lose saggy skin in the midsection prior to recent extended tummy tuck with lipo, IS this normal? What can correct it? Can it be fixed under local anesthesia? Thanks.

I don't know if it's "normal" or not, but a lot depends on the elasticity of your skin. You'd have to be examined by a plastic surgeon to determine how to remove what's left and what kind of anesthesia would be safest.
