Is this a keloid?

Hi Everybody,   after i surgery i had a keloid and then i decided to do a scar correction in a surgical way. Now the scar feels very thick and red. When i touch on it, it hurts a lot. The Dermatologist said that it isnt a keloid, but i cant believe him, because after that he offered me another expensive laser treatment. I went to another doctor and he said that he was very unsure and cant decide whether it is a keloid or not, but he thinks that it looks better so it cant be a keloid. I am so unsure so i decided to upload some pictures that u can decide.
