What can be done for a hypertrophic scar?

Basically april 12th last year i fell over and fell badly and ended up breaking my left arm, i had to go to the hospital and have a 5 hour operation, i have 2 scars and the one is fine, and the other one (hypertrophic one ) hasnt faded atall, and i was wondering what to do about it as ive also had pains in it, ive had the pains everyday. Im really concerned that they havent did it right cos a man in a piercing studio had a look and said they havent put the metal in they should have. If you could help me that would be really great :/ x    thankyou, Bethan x
