HOW can I make my EYES look less Downturned???????

Hello, i'm 18 and have very downturned eyes. Oftentimes people think i'm sad when i'm not. When I take pictures of myself my eyes ruin most of my picture. They say that eyes are the window to the soul so I want people to feel good when they look into my eyes. - What procedure is available to change the shape of my eye and make it look normal and less downturned? - How much does it tend to cost? - How risky is it?
Another question (in addition to the previously asked ones): With whatever surgery you recommend, will you have to keep getting surgeries to upkeep the new look?
