Can breast implants make breasts look symmetrical?

I am in my mid 20's and as you can see in the picture my right breast is a hole cup bigger than the left one. Also the nipple of my left breast slightly hooks down due to a bite that I suffer when infant. strangely enough when my breast feel cold my nipples look normal. I'm hoping breast implants can make me look normal all the time.

Yes, breast implants could definitely help with this issue! Have you consulted with a board certified plastic surgeon, or, at this point, even had the procedure done?
