Which procedure is best for eye bags and dark circles?

I have been to 3 certified plastic, facial plastic and opthalmic plastic surgeons. All three have given me a different approach to getting rid of the bags and excess skin under my eyes. Now I'm confused and don't know which approach to take for my lower eyelids. I am a Greek, 45 year old woman who has inherited these dark circles and now they are getting puffy with age. I have had the dark circles my whole life and was severely teased as a child until I started using concealer. Any suggestions? Please help.
