BCBS of Texas Breast Reduction Coverage

I am a small boned woman wearing a size 5 pant and 32H bra. I suffer daily from upper back pain and neck and shoulder pain. My PCP and Chiropractor recommended breast reduction surgery. However,United Healthcare will not pay for it under my policy exclusions. My company is switching to BCBS of Texas in Jan. and I was wondering if anyone had any luck getting them to pay for reduction surgery? Thank You
