What can be done for my awful under-eye problem?

After reading your articles about dark circles under the eyes I came to the conclusion that I got hereditary thin eyelid skin, visible blood vessels and also...an arcus deformity. It sounds and looks horrible. I can see them even in a picture from kindergarten.

I NEVER go out without a thick layer of concealer and foundation. I'm 15 (my biggest dream is to look in the mirror and don't see them).

What can I do to get rid of this?
