Is 15% of 1 syringe Juvederm enough for the upper lip?

I had 15% of 1 cc of Juvederme injected in my upper lip 5 days ago. The doctor didn't want to inject more and as of today the lip looks completely the same size as before the injection except for the bruise on my lip. Is only 15% enough to enhance the volume and go through this painful procedure?
When I had mine done she put 70% in the upper lip (too much) and 30% in the lower. Those ratios swapped would have probably been perfect.
As a layperson, 15% of the syringe doesn't seem like much. Do you know if the doctor performs Juvederm lip augmentation routinely?
