i have a consultation this thursday for liposuction, i have already paid deposit, but i'm worried that they are going to say no because i only way 10 stone (140lbs) and i'm 5ft 4inch.
Since you have a normal height and weight you should be a great candidate for liposuction. Any normal person with an average body has areas that will respond well to liposuction. Choose the areas that you want to correct and discuss it at your consultation.

My doctor is a member of the "American Society of Lipo-Suction Surgery" as well as an "American Association of Cosmetic School" associate. Does this mean he is board certified? I am having tumescent liposuction done this Friday and am just wondering...
You have mentioned a couple of small unknown societies and this indicates your doctor is hiding his / her real credentials. If the person was board certified in plastic surgery he / she would not hide behind some esoteric society but would be proud to let you know.
Make sure your provider is board certified in plastic surgery by asking directly or go to abplsurg.org.

I was planning on being a model, however you need thigh measurements of 16-18 inches. Since I am 5'11 I can go with 18 however my current size is 22 inches. Is it possible to reduce my legs by this much, my legs are sort of solid. (super skinny everywhere else)
If your legs are muscular and do not have fat pads, which I do not see, you will only regret doing liposcution. The nice smooth skin appearance could be jeopardized with irregular fat thickness. You may be able to decrease the circumference of the thigh a little bit but it is not worth the risk or the minimal change.
Continue to exercise and have a healthy diet and you will find your spot for modeling.
