I have been doing 15% TCA Peels to reduce my ice pick scarring. I haven't got the results that I want yet, but I am afraid of overusing the peel and causing premature aging. Is this possible?
15% TCA peels may not be strong enough to improve your acne scars, no matter how many peels you do. You may want o seek a professional opinion in your area so you may get a stronger peel for specific type ok skin color.

A Month Back I Had a 35% Tca Peel Which Left Me with Hyper Pigmentation. I am using 2% hydroquinone which is helping. Should I wait for it to clear completely before I have the next peel?
It is very common to get hyperpigmentation after a TCA peel, although it sounds like you are on the right medication to reverse this, sometimes a stronger preparation may be required if your problem does not clear with the current dose.

I have bad keratosis pilaris on my upper arms. It's not bumpy--just a lot of very red spots under the top layer of my skin. I used 30% TCA a few days ago, at the moment it's doing nothing. Is it possible that my skin will still start peeling, and is it safe to use it again or should I wait? Is TCA a good solution for keratosis pilaris? If not, do you know what is? Thanks.
I agree a TCA peel may remove the kertain that plugs the follicles and makes them bumpy, but al onger-term and more gentle treatment like Retin-A and moisturizers are a better option.
Consistency to the tretament offers the best chance of long term control.
