Thank you for your question and the photos. Yes, it appears that with the recommendations you received, you may get benefit in the appearance of your facial proportions. The chin implant and sub-mental, neck liposuction will go a long way as a start. It all depends to what length and what extent you are willing to go for what some would say is relatively minor improvement. No, I do not think that you need a facelift.
Also, know that prediction tracings and images are not a guarantee of exactly what you will look like after surgery. Surgery is surgery and it carries risk. One of those risks is unsatisfactory cosmetic appearance.

I am able to hold off on a facelift until next year. I am keeping things at bay with Dysport and Restylane I do though have a neck problem with soft beginning of a sagging there. Uneveness from lipo 10 years ago. Which comes first for best results? The face and than the neck? I feel like the horse or the cart asking this, but I think maybe a future facelift will affect the lay of the face. Thanks
Some would argue that a facelift is misnamed. It really should be called a necklift. However, limited neck work under the chin does not significantly affect a future facelift.
A traditional facelift and a "neck lift" are almost the same thing.

It sounds like you have some issues with both your face and neck. I can not think of a good reason to try to address the neck and not the face unless you are a candidate for a submental platysmaplasty to treat the neck. If you have a significant amount of skin sagging in the neck, this would not be a good option for you and I believe that you should consider doing the face and neck together. This will produce a more harmonious appearance between the face and neck areas. The facelift can be tailored for more horizontal pull or vertical pull depending on your facial structure and your desires for your appearance. Costwise, I think there will be some duplication if you do it separately which will ultimately cost you more.
