I've heard that doc's are now moving inner breast tissue from the bottom of the breast, and sewing it onto the top of the breast, so that it all lifts from the inside. Is this safe? What would the benefits/drawbacks of the procedure be? (ie, scarring, loss of function or feeling, etc.) Also what would the costs be? Does ptosis matter? Thanks!
Breast ptosis is the diagnosis name for sagging of the breasts. This includes varying degrees of loose skin, descent of the areola & nipple, and lack of fibrous support within the breast tissue. There is often loss of volume, which is addressed by also adding an implant.
To put it simply, if the only problem were loose skin, then limited skin tightening may be all that is needed. If the breast gland tissue has descended, some form of internal tightening is probably in order. Surgeons do this in various ways, which you would discuss during your consultation. The concept you describe may certainly be safe and reasonable, but the actual execution (skill & experience of the surgeon) is what matters.
I had two breast lift and breast augmentation consultations. Both seemed to think I could "maybe" be happy without a lift. They both said I have a good amount of breast tissue, but that I am borderline of needing a lift. So I am wondering if I lose weight, will I lose some breast tissue therefore decreasing my need for a lift?

The best advice is to have your chosen plastic surgeon do a final evaluation and planning session after you are near your weight loss goal.
If you might be happy with breast implant augmentation alone, the situation could change after you lose a significant amount of weight. You might be more likely to choose the combination of lift plus implant, unless your goal is to be somewhat smaller than your current size.
I recently saw a video on Web MD informing there is a new technique out for a natural Breast lift/augmentation, which is essentially a two for one deal.
You get a Liposuction and then that fat is transferred to your breast. You also have to go thru several weeks of wearing some special air cup at night that increases the area of the breast for when the fat is injected.
Does anyone know about this procedure or has anyone tried this before? Thanks for your responses

As plastic experienced surgeons, we are wary of "brand-name" procedures. Straightforward descriptions are best. The procedure you mention uses a combination of fat graft to the breast and a vacuum breast enlargement device (Brava). I wouldn't refer to this procedure or another as "natural."
Fat graft is successfully used in other areas of the body, but can confuse mammogram detection of breast cancer. Careful, multi-year research will be needed to verify that the procedure is safe and effective. Surgeons await such research. Until it is published and evaluated I would advise against having this for cosmetic purposes.
The results so far demonstrated for vacuum breast enlargement show about 1/2 cup size stable result. Fat graft has the potential to increase 1/2 to 1 cup size, if it can be shown to be safe. Neither procedure would provide a breast lift (mastopexy) for sagging breasts.
The FDA regulates medical devices, but not surgical procedures. Plastic surgeons will have independent opinions about proposed new procedures. Early adopters help establish or refute claims among professionals. I would wait and see.
