I went for a consult to get Blepharoplasty (lower eyelid surgery) for puffiness under my eyes. The doctor said he does not recommend surgery but recommends pro fractional laser treatments for my eyes and face instead. Does pro fractional laser treatment reduce under eye puffiness?
Pro Fractional Laser therapy is a skin treatment. Puffy eyes are caused by protruding fat underneath the lower eyelid. This Fat must be surgically addressed.
The Pro Fractional Laser only treats the surface of the skin and cannot effect the Fat causing the puffy eye or eye bag.
My guess is that you saw a Dermatologist who does not do Blepharoplasty Surgery.

i had an accident on my face resulting a 2 1/2 inch scar and had done 2 surgery and 10 times laser, it turn out better. However the redness is still obvious, so how do i reduce or remove the redness? regards
So much depends on what lasers were already used on you. The Vbeam vascular laser would be very helpful to decrease the redness. Time to heal further may also help the redness fade on its own if your (probably ablative) laser repair was recent. Sun protection is paramount in protecting the area.
I had an allergic reaction to tea a year ago which left me with red dots on my cheeks. I'm not sure what they are. They are not red bumps like during the reaction but look like small red-pink acne scars. Is there a way to remove them with laser or some other treatment?
Many reactions on the cheeks can cause "broken capillaries" or small scars. Often these can be improved with the pulsed dye laser. Find an experienced laser physician in your area (not a spa in the mall) to see what the problem really is, and whether it would benefit from a vascular laser, or if it requires fractional or ablative laser treatment. You should also find out if you are allergic to other foods/substances by consulting with an allergist to avoid this happening in the future.
