I'm considering having ipl laser treatments for a breast enlargement. Research has shown that it increases up to 2 cup sizes only. Is this procedure effective? And what are the side effects?

You have either been mis-informed or you mis-understood the data presented. There is no correlation between IPL Treatment and an increase in breast size.

I had chicken pox when i was 16, now i am 36yrs old. They are not Indentations. They just look like large dark spots. CAn they be relieved or lightened by IPL?
Yes, I would recommend a combination of several IPL treatments and topical skin brightening products to help aid in the lightening and brightening of the spots. Make sure you are consistant with the use of sunscreens!!!

My Perioral Dermatitis is not inflamed at the moment, but I have to be very careful with any products/medications that I apply to my chin. I have brown spots on my face and I am thinking about having IPL treatments. My chin is almost always red and I thought it might take some of the redness out.
Yes, this is absolutely acceptable. You should also be treated with prescription medications for this skin issue as well. Be sure you are being treated by an experienced provider.
