I'm 22 years old but have always had a sort of round chin, even in pictures from when I was a young child, and despite being otherwise very lean and tall. It produces the look of a slight double chin from the front, and gives me an odd, rounded jawline from the side. If I sort of pull back there toward my jaw and hold it with my fingers, I have a much nicer, straight profile so I don't think it's something wrong with my bone structure. What procedure might be an option for something like this?
Based on your photo and your age, liposuction under your chin should give a nice result and provide more definition to your jawline. Although there isn't a lot of fat there, the procedure itself will cause skin tightening in the area which will be seen for several months after the procedure. Consult with a few board certified plastic surgeons in your area in ensure you are a good candidate for this procedure.

I had a chin implant done 1 year ago, but I have some fat under my chin, always had it even before getting the chin implant, and wanted to know if is possible to do liposuction under the chin? would the chin implant interfere with the liposuction procedure? thank you
The previously placed chin implant will not interfer with neck liposuction and there is no risk to the implant. Make sure that your surgeon is aware of the implant
I've had no neck/chin definition since I was a teenager. I am 31 now and just got married. I was horrified at my wedding pictures. I just lost 35 pounds and have 15 more to go, but like I said, I was not overweight as a teenager and always had this problem. If I am able to lose the last 15 pounds, will it look ok? What kind of lipo is right for this problem and what are general rates?
As you lose weight the contour of your chin may improve without any surgical intervention. However you may still have some fat that may not respond to weight loss. Based on this one photo it is not possible to determine if chin liposuction is appropriate for you. Consult with a board certified plastic surgeon for an examination to determine if you are a good candidate for this type of procedure.
