Morning,
Here's what I would say about what I can see in the photo without a physical exam. I think you are relatively young (40 or less). We'll take this area by area starting from the top:
1. Maxilla and malar area: Yes, this area is a little weak. I would recommend malar/submalar implants for a nice improvement that would look something like your photo imaging.
2. Your chin: This would benefit from either genioplasty (cuts to the bone with advancement of the chin) or a chin implant. The chin implant will be the easiest with less risk and a nice improvement.
3. The neck & chin complex. No matter what your do you should probably make the chin stronger. Give your young age and good skin/tissue quality you could get a nice improvement of the neck and jawline with liposuction, preferably Smart Lipo. The photo imaging you have created on your profile may not be possible with lipo or surgery if your hyoid bone is too low and forward but you can still get a great improvement. Surgery for the neck would be more impressive but may not be worth the risk given your age and good candidacy for Smartlipo

Men have significantly different goals than women. While it is always best to do an in person consultation, based on your photos, you have loss of volume in the malar region that is underneath your eyes. This is contributing to an aged appearance. It also appears that neck liposuction would be beneficial (+/- necklift) along with a chin implant to improve your profile appearance. You may have some dental protrusion, but this is difficult to assess without seeing your teeth.
What kind of procedures would be good for patients who want a tracheotomy scar removed and a neck lift? Is Botox an option?
While the tracheotomy scar likely passes deep to the plane of the neck lift, and will act like an "anchor" unless a releasing procedure is performed, this should be possible at the same time as your neck lift. However, as with any scar revision you are trading one scar (in the case of the tracheotomy, a scar performed under "non-cosmetic" conditions) for another one, albeit on that is performed with cosmesis as the primary consideration.
Botox is not an option for this.
